EPIC Board of Directors Endorses State and Local Ballot Measures for Early Childhood
In the November 3, 2026 General Election, Colorado voters will consider measures that will increase resources for early childhood care and education.
Proposition NN
Proposition NN would allow the state to retain and spend additional revenue under the Taxpayer’s Bill of Rights (TABOR), without raising taxes. In addition to funding for K-12, Proposition NN will create a dedicated Children’s Fund to support childcare and other programs for school readiness.
Executives Partnering to Invest in Children’s (EPIC) board of directors voted to endorse this measure because of the potential for transformational investments in early childhood, quickly matching and then exceeding the amount the state currently invests in Universal Pre-K.

Boulder County 1A
Boulder County 1A would create a 2.579 mill property tax in Boulder County dedicated to early childhood care and education. The tax will generate approximately $30 million annually, dedicated to increasing affordability, increasing infant and toddler slots, and stabilizing the childcare workforce.
EPIC’s board of directors provided an endorsement for this measure because it creates a locally designed solution for increasing childcare affordability and access.
