Over the course of several months in 2025, EPIC partnered with Vital Communities, the Upper Valley Business Alliance, the City of Lebanon, Boys and Girls Club of New Hampshire, the Couch Foundation and the New Hampshire Charitable Foundation to advance employer-driven childcare solutions in New Hampshire’s Upper Valley. Through interviews and workshops with over 40 regional stakeholders, the team explored strategies to engage employers, assess feasibility for a regional Childcare Solutions Fund, and build momentum toward collaborative, long-term childcare investments. Inspired by successful national models like Iowa’s Solutions Fund, this work has laid the groundwork for employer-supported infrastructure to address childcare access and workforce challenges in the region.
The Upper Valley region has faced persistent challenges in childcare access, marked by a shortage of slots, particularly for infants and toddlers, and an unstable workforce. A previous plan to build a 200-slot childcare center stalled due to the high $19 million capital cost, staffing concerns from local providers and limited leadership to drive the project forward.
While employers across the region recognize childcare as a critical factor in attracting and retaining talent, there was a gap between acknowledging the issue and having actionable strategies in place. This challenge was further complicated by the need to navigate differing policies and funding structures across the New Hampshire–Vermont border.
To bridge this gap, EPIC partnered with key Upper Valley leaders to engage employers in designing actionable childcare solutions. Through stakeholder interviews and two interactive workshops, the initiative provided education on the local landscape, shared national models like Iowa’s Childcare Solutions Fund, and introduced tools such as the Employer Childcare Navigator and a regionally tailored menu of solutions.
A core focus of the engagement was exploring the feasibility of launching a regional Childcare Solutions Fund with employer contributions, third-party fund administration and inclusive governance spanning both states.
The process generated strong momentum among employers and community leaders to move from interest to action. Participants expressed broad support for a regional fund modeled after Iowa’s approach, with enthusiasm for employer-led contributions, transparent fund management and a coordinated strategy to improve access and affordability.
The initiative concluded with a clear set of next steps, including: fund governance design, employer engagement materials and implementation planning.
The Upper Valley is now well-positioned to lead on piloting a sustainable, employer-supported childcare model that can scale with state and philanthropic investment.
