Westminster Sets a New Standard for Local Childcare Investment
EPIC celebrates the city’s first-in-Colorado property tax rebate pilot supporting licensed childcare providers
WESTMINSTER, Colo. — The Westminster City Council recently advanced a first-of-its-kind property tax rebate pilot for childcare providers that would make Westminster the first municipality in Colorado to rebate 100% of the city’s property tax levy.
The proposed program is designed to support the sustainability of local childcare providers and help strengthen access to care for Westminster families. The rebate is estimated to provide an average annual benefit of approximately $2,260 for commercial childcare centers and $110 for family childcare homes, supporting the 81 licensed providers serving children and families throughout Westminster.
Like many communities across Colorado, Westminster faces a significant shortage of childcare options, particularly for infants and toddlers. The city currently has 81 licensed providers serving approximately 6,900 children, creating a critical need for solutions that expand capacity, support providers and improve affordability for families.
Research shows families are advised to spend no more than 7% of household income on childcare, yet the average Westminster family spends approximately 13%, while lower-income families face an even greater burden.
EPIC has supported the City of Westminster in advancing childcare as a key economic and community priority through its collaborative work with Colorado Gives and regional partners. The proposed provider rebate builds on Westminster’s earlier progress in establishing by-right zoning for childcare and incorporating childcare affordability into its Strategic Plan.
